Position Summary

GEOST seeks a Subcontract Manager to perform a range of functions from subcontract proposal review, subcontract negotiation and initiation, through subcontract program execution and subcontract closeout.  A successful candidate will interact regularly with subcontractor counterparts including subcontractor business, program, technical, and contracts team members in order to ensure that subcontractors meet all contractual commitments made to GEOST.  Oversight of subcontractor activities with a focus on creating transparency and accountability to include ensuring that all external and internal reporting deadlines are met and that all associated files are complete and accurate.

Duties and Responsibilities

  • Ensure all subcontract documentation is complete and compliant with customer regulations and internal policies/procedures.
  • Maintain up-to-date knowledge of regulation changes, and general changes in the profession.
  • Ensure deliverables and other required documentation is received from subcontractors.
  • Interface professionally with company management, Government and other business customers, and subcontractor counterparts.
  • Support proposal plans and long range strategic plans.
  • Develop, define, and implement cohesive, integrated subcontractor product business plans that achieve current and long-term objectives of the company.
  • With input from the program teams, author subcontractor RFIs, RFPs, and SOWs and oversee their delivery to and subsequent response from prospective subcontractors.
  • Support program teams on make versus buy initiatives in accordance with company policy and procedures to ensure competitive pricing.
  • Generate subcontract risk assessments to assist in down-selecting strategic subcontractors that align with strategic initiatives.
  • Work with the business development team and key long-term subcontractors to establish long-term agreements, strategic team agreements, and long-lasting relationships.
  • Support business area proposal activities with innovative solutions to meet the program needs and requirements and formulates long-term subcontracting strategies to meet the business area goals and objectives.
  • Provide oversight and insight of cost and pricing estimating activities related to subcontracts in support of bids and proposals.
  • Review technical and subcontract documents for accuracy, performance risk, and conformance with contract terms and conditions as well as applicable federal regulations and business team objectives.
  • Establish requirements and monitoring measures for subcontractors to achieve quality standards and meet cost, schedule, and technical commitments to the business.
  • Monitor subcontractor’s performance, manage changes in scope, and take appropriate corrective action as required in accordance with policy and procedures.
  • Support oversight of subcontractors’ Earned Value Management System (EVMS); ensure that subcontractors meet EVMS process requirements.
  • Establish and set integrated WBS-based budget and schedule baselines including the risk management reserve on major subcontracts where the scope is not well defined and there is significant possibility for change.
  • Monitor subcontractor work against baseline plans to ensure rate of work completion is sufficient to meet program and product schedules, develop corrective actions, and communicate issues, impacts, and corrective actions to program teams.
  • Balance subcontractor’s risks and opportunities with executable strategies to meet technical requirements and budgets.
  • Through contractual documents and influence management, manage subcontractors that are focused on the delivery of a product, services, or sub-system from design, development, production, test, through final delivery.
  • On assigned programs, lead the preparation of the subcontract performance status.
  • Interface with customers on technical matters regarding major subcontractor programs and products.
  • Ensure that the company’s intellectual property rights are protected.
  • Conduct close-out activities and ensure deliverables, subcontract documentation and financial payments have been closed in accordance with company policy and procedures and program requirements.

Required Qualifications/Skills/Knowledge

  • Bachelor’s degree and eight to ten years of relevant experience.
  • An active U.S. Government Security Clearance or the ability to obtain a Clearance.  Current SSBI is preferred; please note if applicable.
  • Experience with Federal Government contracts and related regulations.
  • Excellent typing skills and oral and written communication skills.
  • Proficiency in using Microsoft Excel and Word.
  • Organized and self-motivated with the ability to perform tasks with minimal oversight.
  • Sound problem-solving skills.
  • High degree of professionalism and attention to detail.
  • Ability to establish and ensure adherence to subcontract budgets, schedules, work plans, and performance requirements.
  • Ability to drive the development and implementation of a product-oriented Work Breakdown Structure (WBS) and WBS Dictionary.
  • Ability to track work accomplished to baseline plans and identify issues, track progress, and follow through on effective corrective actions based on data analysis and trends.
  • Ability to understand and analyze subcontractors’ program financial data.
  • Skilled in communicating issues, impacts, and corrective actions on subcontracted efforts to internal and external representatives.
  • Ability to evaluate quality of work product to ensure satisfaction of customer requirements.
  • Demonstrated understanding of advanced of risk and opportunity management techniques and ability to apply them to the program.
  • Ability to apply advanced negotiation skills to solve internal, external, and customer issues.
  • A deep understanding of program schedules, risk areas, slack time, and critical path.
  • Skilled in the development and implementation of subcontract strategy and tactics.
  • Travel on an as needed basis.
