Position Summary

GEOST seeks an enthusiastic and highly capable Procurement Manager to oversee the movement, procurement, distribution and storage of materials in the organization, optimize each element of the supply chain, strategize to find cost-effective product and service resources, and lead/guide the procurement team through the execution of their duties.

GEOST is a rapidly growing business headquartered in Tucson, Arizona, with East Region operations in Reston, Virginia.  GEOST specializes in active and passive optical remote-sensing and provides expertise in all phases of project development for electro-optics and sensors.

Duties and Responsibilities

  • Lead and direct the procurement team in the procurement of goods, professional services (contracts), warehousing and distribution, and property management.
  • Manage the efficient flow of goods and services to ensure optimum production activities.
  • Review and participate in the analysis of management information, identify issues and discrepancies, conduct needs analysis, project consequences of proposed actions, and formulate recommendations based on findings.
  • Perform metrics reporting and data analysis tasks to identify issues and opportunities for process improvements.
  • Perform self-assessment audits, reconcile areas of concern identified during audits, and support corrective action planning and process change implementation validation.
  • Partner and communicate with suppliers, transportation partners, and customers.
  • Work closely with the legal department to ensure contract terms are favorable to the company.
  • Interpret procurement rules and regulations for staff and management, while ensuring compliance with company policies and procedures, as well as contractual and regulatory requirements.
  • Standardize and oversee the vendor management process and drive the annual vendor review process for the organization.
  • Ensure supplier performance meets all objectives of cost, schedule, and quality.
  • Support programs as a knowledge source for suppliers, policies, procedures, and compliance.
  • Maintain auditable records of property located at the facility and at associated vendor/subcontractor facilities or other alternate sites.
  • Review vendor/subcontractor control of property.
  • Prepare Purchase Orders or Request for Quotes (RFQs)/Request for Prices (RQP) and obtain competitive bids from qualified suppliers.
  • Maintain procurement records and review invoices for payment against POs to ensure accuracy and completeness.
  • Validate that assets are properly received and accurately identified/accounted for per procedure and regulatory mandates.

Required Qualifications/Skills/Knowledge

  • Proven work experience as a Procurement Manager, Procurement Officer, or Head of Procurement.
  • Knowledge of supply chain, procurement, inventory, and property management practices and procedures.
  • Knowledge of accounting, budgeting, and bookkeeping procedures applicable to property and inventory.
  • Ability to conduct research, analyze information, and make recommendations.
  • Excellent leadership, communication, interpersonal, and managerial skills.
  • Strong negotiation, conflict resolution, analytical, and decision-making skills.
  • Bachelor’s degree in Purchasing Management, Supply Chain Management, Business Management, or a related field is required; a Master’s degree is preferred. Additional education can be in lieu of experience.
  • CPSM or CPSD certification, ERP/MRP system knowledge, and/or Lean/Six Sigma experience preferred.
  • 5+ years of experience in procurement, preferably in the aerospace, manufacturing, or logistic industry.
  • An active U.S. Government Security Clearance or the ability to obtain a Clearance. Current SSBI is preferred; please note if applicable.
  • Direct experience in the management and/or administration of government property.
  • DoD procurement experience and knowledge of FAR and DFAR.
  • Strong working knowledge of Microsoft Office (Word and Excel).
  • Ability to effectively manage job responsibilities with minimal supervision.
  • Ability to lift 30 pounds.
